You need to progress the main story until you unlock Kaifeng City — this is where most of the trading systems become available, including the Trade Commission and regular merchants that accept Commerce Coins.

Once in Kaifeng, look for special trade vendors near the Southern Gate Avenue — they rotate goods you can buy and sell for Commerce Coins.
